In the action action-npm-publish repo, this wording implies that one would need an NPM Token for the MetaMask organization:
“Note that in order to use this workflow file in your project, you will need to create an npm-publish environment via your repository’s settings and set the NPM_TOKEN secret within this environment to the authentication token for the MetaMask organization on npmjs.com.”

I was wondering how someone would go about getting an access token. Thanks for the help.

These are instructions to generate an access token for a specific npm account, not for the MetaMask organization.
