Personal Sign Requests appearing in Queue and not in Stack

I am making a personal sign request on MetaMask wallet. For this first request I am not rejecting it nor accepting it.

Making another personal sign request, now this second one should come on the screen. But that’s not happening. As I have not responded to request1, request2 is appearing in the Queue. Request2 should be shown first.
