Add Address prefix from 0x to xdc to XinFin Network XDC address

I’m going to enhance MetaMask, make it support xinfin network by default include xdc prefix.

Pull request opened over Github which PR number is 16419. Please approve the PR So that XDC community members will be able to store their XDC and XRC-20 tokens with xdc prefix address and it will avoid confusion against community members :
