Cannot speed up or replace transaction from mobile or desktop

I submitted a transaction on MetaMask on iOS. The gas price was too low to confirm. I tried to speed up on mobile but got this error repeatedly:

Then on desktop Brave browser, I tried to submit a replacement transaction using the same nonce. However, MetaMask showed that it failed without any explanation. I tried using a regular send transaction using the same nonce with the same failed problem.

How to fix this?
