Gas fees are frozen

so i am having trouble with unstakeing my token i know the gas fees are high when it comes to swap and staking but this is different the unstakeing gas fee has not changed at all it has been set at 1.311 ETH i have tried when the market has cooled down and During night time and the gas fee has been 1.311. any help pls
