Restore full MM config with all tokens and chains

Description: when restoring wallet from seed phrase only ETH base config is restored. So user has to manually add all tokens and chains and sub wallets which can take a long time and risk of forgetting about some tokens Purpose: to automatically restore all tokens and chains to a saved MM configuration, instead of just restoring the basic MM config. Extension/Mobile/Both: Both Images/Attacments: none
